B. Modification to the Agenda - The Carson City Hearings Officer reserves the right to take items out of order, remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

D. Public Hearing: Action Item
D-1 For Possible Action: To approve a change of liquor manager of a packaged liquor license for Raleys #114 (Liquor License #19-3993). Hank Paxson is proposing to take over as the liquor manager, located at 3701 South Carson Street.

Summary: All liquor license requests are to be reviewed by the Hearings Officer per CCMC 4.13. Raley’s #114 located at 3701 S Carson St., Carson City NV proposes to operate under a packaged liquor license where Hank Paxson will replace Deborah Conde as the new liquor manager. This request has been reviewed by both the Health Department and the Sheriff’s Office. The Health Department does not need to re-inspect the location in the case of a change of liquor manager. A liquor license is required to sell alcohol within Carson City. The Hearings Officer will determine if the applicant has met the requirements per CCMC 4.13.125.

** PUBLIC COMMENT: Please note that liquor hearings conducted by the Hearings Officer are NOT subject to Nevada’s Open Meeting Law requirements because an individual Hearing Officer does not constitute a “public body” as that term is defined in NRS 241.015 for purposes of Open Meeting Law compliance. However, to further the City’s policy of providing transparency in government and to encourage public participation, the Hearings Officer will provide at least two public comment periods in accordance with the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Hearings Officer during the item itself.
The Carson City Liquor Hearings Officer is pleased to make reasonable accommodations for members of the public who wish to attend the meeting and need assistance. If special arrangements for the meeting are necessary, please notify the Business License Division in writing at 108 E.
